The notice emphasized that the international cargo ships to enter Chinese ports, after leaving the last overseas port, should immediately submit to the maritime administration agencies of the Chinese ports to be arrived at by the captain of the ship to sign the "statement of not carrying people other than the crew of the ship", and confirm the above statement when going through the port formalities.
The notice requires that the main responsibility of the shipping company should be realized, and the management system of the personnel on board should be established and improved to ensure that the cargo ships belonging to the international voyage do not carry personnel other than the crew of the ship during the period of prevention and control of the epidemic, and require the captains and relevant crew members to strictly implement the relevant system, strengthen the control of the ladder ports and the management of the personnel on board, so as to prevent unrelated personnel from boarding the ship. Maritime administration agencies will focus on strengthening the verification of the ship's personnel on board in conjunction with the ship's declared health information of the crew on board and the crew list when handling the ship's procedures at ports, and should report to the Ministry of Maritime Affairs within two hours if any problem is found, and notify the relevant port inspection units in accordance with the procedures.
